Batman learns of Red Hoods heist at Monarch Card Playing Company and catches him at the chemical plant next door, ACE Chemicals. Confronted by Batman Red Hood dives into a vat of chemicals. Surviving Red Hood escapes but the exposure to the chemicals has changed him drastically turning his hair green, lips red and skin chalk white.
