Later: The world!? the Joker and his henchmen and woman, Wipeout and Riptide and Undine kidnap Skip Parker; Gotham City?s current surfing champion. Using an Ability Transfer Meter & Vigor Reverser machine the Joker steals Skips surf knowledge and talent. Planning to now win the surfing championship and win the hearts and minds of Gotham City. Batman must ride the waves in a surf-off against the Joker, win the competition and stop the Joker from becoming Gotham City?s new surf champion and ruling the hearts and minds of Gotham City.
